I haven't tested Epic and Gemstone Dragons yet, but if someone else has this information feel free to tell me. This is going to be a master post for everything related to the addition of the Rift. It will be edited as more information comes to light.

The rift is available as of v4.0.0 of Dragonvale. The button to access it is located next to the Dragonarium icon. Upon entering the game for the first time, the game will bring you through a tutorial on the basic mechanics of the rift. After doing some digging, I have uncovered a few more details.

The main currency within the rift is called Etherium. Etherium can be earned by tapping the little galaxies that float around in the rift, or through Rift dragons' earning rates.

I use the general term Rift Dragon to describe all the dragons that have the Rift element. There is no pure Rift Dragon as of yet.

Currently, the Primary Dragons and the original 90 Hybrid Dragons are available as Rift Dragons (no Golden Hybrids, Limited, Epic, Gemstone, Crystalline, or Legendary/Mythical Dragons). These dragons can be distinguished from their regular counterparts by their extra rift element in addition to their regular elements. These dragons also have a trait that only appears in the Rift. This trait can be any one of the 10 elements, and changes the aesthetic appearance of the dragon. The Poison Dragon received during the tutorial is an example of this: this poison dragon's element's are Plant, Fire, and Rift, with the Fire trait, giving it a fiery aesthetic appearance.

Breeding costs, as well as costs for clearing the Miasmic Ether, seem to increase the more you do that task per day. Breeding starts out as 1 Etherium, and has gone as far as 60k for me after about 20-30 breeding attempts. These prices seem to reset every day at 5 PM UTC. For the ether, the price increases by 250 Etherium per cloud, capping at 32k Etherium. 

Rift Dragons live in Rift Habitats that can only be bought in the Rift. These habitats can be upgraded 4 times (5 stages total) and their upgrade prices are 500, 1000, 2500, and 5000. These habitats can hold +1 dragon per upgrade, totaling at 5 for the largest habitat. The Etherium capacities for each are 20, 50, 90, 135, and 200.

These are the basic nuts and bolts of the Rift. If you have any questions, please feel free to ask. It's very possible that I have left things out that need to be clarified, and as I said in the beginning, this post will be updated as more information comes to light.
