The Hypnotic Dragon was released on December 5, 2013, along with the Wind Dragon, Lotus Dragon, and the Shimmer Dragon.

The Hypnotic Dragon's goal message says "Would you kindly be proud of your Hypnotic Dragon?" In the video game BioShock, the phrase "would you kindly" was a post-hypnotic activation phrase used to control the protagonist's actions.
