The Daylily Dragon was changed from limited to permanent on April 8th, 2020.
The Daylily Dragon and the Bramble Dragon are the only non-epic, non-rift exclusive permanent dragons to showcase a unique design on their eggs.
Former DragonVale artist Meg Viola stated on an ArtStation post about the Daylily Dragon that it was originally going to replace the Flower Dragon as one of the first dragons players could obtain in the game.

The Daylily Dragon is named after the daylily, a flower that is not actually a lily. As its description says, this could imply that the Daylily Dragon is not actually a dragon.
