He has worked with me (although probably DT more) on fixing up pages to benefit viewers. These included revising notes and undoing vandalism, as a model rollback member should do. I believe Echo is qualified for this role.

Edit- Plus, if rollback is a position that just reverts edits, basically 5 seconds faster than the non-promoted user, then how can someone not be ready if they have the correct quantity edits and improved the wiki's content quality through them?
